105: Auto issue kit to orders approved early

This is a preliminary announcement for a new facility that will be available in build 21.1.44 when it's released.

When you approve a works order, or sub-contract purchase order, before all its kit is available you create a stock shortage. In this situation, when the kit actually arrives you can be advised that it is needed for a job that has already started and given the opportunity of issueing the kit to the job.

This facility is useful when it is likely that the kit actually required by the job may vary from that expected. It allows you to adjust how much is actually given to the job. It's not so useful when you always issue exactly what is expected each time. In that case it's just another dialog to go through.

A new facility has been added that allows you to specify that such stock shortages are always automatically issued to the job just as if the kit was available when the job was initially approved. To turn this feature on, just set the Auto 'do' early kit issue default (in the MS group) to YES.
