137: Buying and making the same part

A new facility has been added to build 21.2.2 that is useful if you can both buy something and also make it.

In this context, the scheduler will now try both options and pick the 'best'. The 'best' will be the quickest, cheapest, etc. as specified by the scheduling strategy.

This facility can be turned on globally by setting the Allow Buy AND Make default (in the XP module), or it can be set on a per job basis by selecting the appropriate option in its scheduling strategy.
