139: Add a facility to prohibit over-dispatching

A new default has been added (Allow Over Dispatching in the SD group) to build 21.2.2 (not yet issued).

It can be used to prohibit over-dispatching. The standard value is YES (i.e. over dispatching is allowed). When set to NO, dispatch notes attempting to dispatch more than was ordered will fail. The intention is to use it as a customer specific override to say NO (for e.g. pro-forma customers).
