146: Extending purchase orders with scheduled items

The purchasing system has been extended in build 21.2.4 to allow any line to be dragged from any purchase schedule (normal, sub-con or free issue) and dropped onto an un-approved purchase order.

This allows purchase orders to be created or extended by 'pulling' from a schedule as well as by the current 'pushing' method.
