169: Build 21.2.8 is a bridge build

The next release of Match-IT will be called 21.3.0 and will be incapable of upgrading any dataset that is older than 21.2.8. This means the current released build of 21.2.8 will become a 'bridge' build and must be installed before any build newer than that can be installed.
