95: Part usage reject rates

This is a preliminary announcement for a new feature that will be available in build 21.1.42 when it's released.
The reject rate system has been extended to allow a reject rate to be applied to the usage of a part as well as the manufacture of a product.
A reject rate associated with the manufacture of a product is used to inflate the works order quantity, and its kit, to compensate for manufacturing losses. This is useful if, for example, you manufacture 'multi-up' in a big sheet then split the sheet into separate products as a final step. Setting a reject rate on the product can compensate for losses expected in the splitting process.
A reject rate associated with the usage of a part is used to inflate the kitting quantity required of that part (only) to compensate for rejected parts. This is useful if, for example, the manufacturing losses only apply to a particular part in a particular operation and not to the overall product.
